How do I begin with freelancing?

I am a computer science graduate with 13 months experience as java developer. Due to some reasons i had to relocate to germany and now due to german language problem i am not able to find job here and hence would like to start freelancing. Is 13 months work experience enough for starting as a freelancer? What all skills should I be possessing for becoming a freelance programmer and what is the payment procedure? Kindly help.
