Top 5 Rankings google by musicmancanora

I need to have a site to be put in the top 5 of google rankings. I have worked on the keywords and other meta information. Would be great to have some advice on the current information to assist with best possible rankings… (Budget: $30-$250 AUD, Jobs: Internet Marketing, Link Building, SEO)
